Hi , my mom applied a green card renew last year and uscis send her letter for finger print she did the fingerprint uscis took the fee , after fingerprint she received a letter from uscis it says she cannot apply this year cuz her green card expire next year they took the filing fee around 700 dollars . She wants to apply this year for greencard renew can she get her money back from last year . She applied by mistake last year cuz my dad's greencard expire last year she thinks may be her needs to renew somebody else fill their application . My mom and dad they don't work they don't have any income is anyway she can get her money back from uscis . Thank you...

In my experience it rarely hurts to ask for things even if you think the odds are low of getting them. In fact, I think I got that advice from a movie or something but it's stuck with me.

Highly highly doubt any money will come back as it's her fault for filing when she should not have. Since the USCIS is funded completely on fees collected and not like the rest of the US government, it's doubtful they'd ever return someone's money.
