processing time difference between NBC and DO

I know that application are at first handled by the National Benefit Center and then they get forwarded to the district office when an interview is scheduled. In my case, MSC is where my application is and pittsburgh is my DO, and since the application will not be transfered to pittsburgh untill i have an interview scheduled, why does pittsburgh (or any DO) need to have their own processing timeline on USCIS's website. I mean the wait is really with the MSC and not the DO right?? the timelines for MSC and pittsburgh are the same actually.

can anyone explain this to me please?

Because the processing times are set around the district office schedule - ie when they have time to squeeze you in on their books for an appointment.

so i guess i should be checking for Pittsburgh's processing times and not worry about MSC at all. i was doing it the other way around.
