AOS packages be sent separately from civil documents?

Case at NVC, case number received, DS-261 has been completed, AOS fee invoiced and paid, but no IV invoice yet.

Should I send AOS package first and then civil documents after IV fee is invoiced, paid and DS-260 is completed?

From a review of VJ Members' timelines and older posts, I have noticed people sent AOS package separately from civil documents. Same process is explain on VJWiki. NVC website, however, states to submit financial and civil documents in one package. are these new rules? I have found one article (unofficial) that this is a new requirement by NVC since November 2014.

I would like to expedite the process as much as possible and would think it would be good to submit an AOS in advance to ensure I can cut the time if any Checklists are issued.

Thoughts? Experiences?

I also have this problem with my case. My husband has been awaiting for the IV invoice to pay it. But until now, it is still not invoice. However, he called NVC twice and asked them if we can send our AOS & IV package while waiting to be invoiced, in which they replied Yes.. So we sent our packages today. We sent ours in one package. Goodluck to us.

Interesting, because I have read in several places, including VJWiki, that the packages should not be sent until the bill is paid. Moreover, you should have enclosed a cover sheet for civil documents which is generated separately from a cover sheet for AOS. I will ask this question NVC when I speak to them, but something tells me that you will not save time by sending all two packages (or at least IV package) before IV fees are paid.

I have just got off the phone with NVC. They told me the same that they told you - submit both AOS and IV packages to NVC while waiting for an IV invoice. A lady with whom I spoke told me that an IV invoice is issued after DS-261 is reviewed and she actually reviewed it while I was on the phone by verifying Petitioner's and Beneficiary's information. If she is correct, an IV invoice will be issued in 5-7 days.

As to a requirement for AOS and IV packages be submitted in one package - the answer is yes, NVC encourages both packages to be submitted at once rather than separately, this is a statement from NVC on their website and in its answers to The Department of State Liaison Committee of the American Immigration Lawyers Association - link below.
