221 G NBI written explanation, HOW LONG!? Please Help!

Timeline

My dad had his interview by the U.S Embassy yesterday 1/13/15 and they put his case on hold because they are needing a "Written Explanation" from the N.B.I. My dad went to the N.B.I for his interview on January 8 2015 his interviewer was Ms. Helen Santos, he also submitted all the required documents.

Now my question is how long will it take for the embassy to get this written explanation (from the NBI) that they need to continue to process my dads case? and also is it possible for my dad to send it to the embassy himself? We don't have much time since his medical results are expiring soon, please help :( Thanks so much.
