There is no letter involved apart from here is the documentation.

As I have said, you need to wait for the police certificate first and see what it says right there.

Then, if the offense shows up on your police certificate, then its time to write an explanation.

Keep the receipt of the fine that was charged. You will need that to support your letter that the case is settled with a fine. Maybe in your country, such cases doesnt go to court and a fine will settle the offense. Other countries, cases like that can also be a criminal offense, and in your case it is NOT since no court and no jail time was given.

You will be stressed reading comments from other people from different countries because some things really doesnt apply to all of us since we come from different countries.

I could tell you how the UK does it but your situation may be very different.

Just write a simple letter of facts, and attach it.

As long as you have no domestic abuse, or major felony, or 3 DUI's, all should be fine with this.

It sounds very minor.

How would she structure such letter?

I am sorry, I am just clueless about all this mess.

Do not write a letter explaining what she did. If she admits to having committed a CIMT then she has just rendered herself inadmissible. Someone above gave you the correct advice. Get the police report. Then with the information on the police report go to the court and get the official court record. If she wasn't convicted of any criminal offense then the issue is settled. If she was convicted then the consular officer will most likely be compelled to require a waiver application. If she wasn't convicted, but puts in a written statement saying she did it, then she might well be sealing her own inadmissibility.
