What does it mean to be a public charge? (split topic)

Im finding many things confusing and tring to understand and I found this what public charge is.......some times i wish they could find ways to answer this is ok and this isnt but...http://www.cbpp.org/cms/index.cfm?fa=view&id=1550

http://www.uscis.gov/news/fact-sheets/public-charge-fact-sheet im tring myself to understand what really it means to be public charge ... and looking i see I had it wrong from things i was reading before..............but i cant say Im not still confused on what really would be the issue ........... what really will make my husband a public charge , one place says supplemental s.s.i and another spot says its not ................. so ,,,,,,,,,i cant say all the words they put in law is helpful .............i need a straight simple answer .....I was from studing before thought it was getting on food stamps and ect ........ and it was nt medical things.............but reading these seems it is.................. so................I also would like to apply for low income housing and in one place it says we can and in another its seems we cant....................... so its very confusing....... to me also..........just wanting to do it all correctly......
