Proof of Relationship for NVC document submission

I was reviewing the Document Cover Sheet in preparation for EP submission of documents to NVC. I have all of my documents in order for both the I-864 and the IV packages, but I am at a loss as to where to position the Evidence of Relationship (and how much) in the package. The Document Cover Sheet instructions clearly state "When you send your documents to us, place them in the order shown below."

Proof of relationship is listed under the Financial Documents heading. So I will follow the directions and do so.

I have collected the following items for proof of relationship:

  • Marriage certificate (which is also listed under Supporting Documents)
  • itinerary for air and train travel to visit my wife and tour with her
  • e-mails and telephone logs
  • Affidavits from family and friends for bonafide marriage relationship.
  • Financial- money transfers to my overseas wife
  • photographs of wedding, family gathering and sight-seeing together (There is a document "photographs" under Supporting Documents) or is that only for the passport photos?

All of this is available to submit, but as I understand each file size must be under 5MB. I-864 package and IV package will go as two separate e-mails on the same day. However, to confuse me even more:The NVC agent said during my contact of last week, that I-864 and IV packages should all be combined in one e-mail and sent now to avoid delay in processing. The electronic file will be huge if combined. My I-864 invoice is paid and DS 261 has been accepted but DS-260 invoice and Form are pending.

I have three questions: I suppose that I already answered my first question as to where the documents is placed but here goes:

1. Does all proof of relationship get positioned "in order shown below" under Financial Documents?

2. How much of the available relationship proof/evidence goes to NVC now and how much is held for the Embassy/Consulate interview?

3. Combine I-864 package and IV Package as one e-mail or send separate? Thanks a bunch.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Answers:

  1. No, any relationship evidence you wish to submit should follow the civil documents. The "proof of relationship" that you read about pertains to something totally different than submitting evidence of a relationship.
  2. Any relationship evidence that you sent to USCIS should already be in the file. Whatever and however much you wish to include at this juncture is up to you. There is no requirement to submit relationship evidence at the NVC stage.
  3. Combine it all into one PDF if you can, this is how the NVC wants it now. To reduce the size of the PDF, try to find a computer that has the full version of Acrobat installed. That software will allow you to shrink the size of your file (this is what I did).

August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

Ryan- Thank you for your reply. I am grateful for your experience, wisdom and insight. I am confident that the documentation is all there documented in my submissions. There just seems to be a certain mystique to this whole process. I just have to keep telling myself that everything will be fine. It will be behind us (wifey and I) someday soon.

ya - this goes in with the IV Set ....

it's optional, not mentioned with DoS Instructions,

and it's a concept I came up with, ages pages,

and I call it 'sideloading' - useful if you missed the 'frontloading' at I-130 submittal time or if new things accumulate.

regardless, this is your last opportunity for a Vice-Consul in Guangzhou to get to it, prior to interview day - they WILL see it after case-complete timetick.

For me, I submitted 3 or 4 emails with evidence only - labelled 'SUPERVISOR REVIEW GZO2013xxx' and in the body asked that all attachments be detached and added to the casefile in SAFEFILE.

I note it added time to my processing time at NVC - and that was OK. it really added 3 to 4 weeks...

these days, with the lag at NVC - I don't know what to tell you.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
Ya know, you can find the answer to your question with the advanced search tool, when using a PC? Ditch the handphone, come back later on a PC, and try again.
