Same happens with the consulate in Guangzhou China. Case is sent electronically to the consulate, but they will not "Receive" the case until they have the actual paper file in hand. Some consulates take some time to "Receive" in the paper file depending on how short handed, and backlogged they are, Guangzhou for example takes up to 4 months to receive a case.

OUR TIME LINE Please do a timeline it helps us all, thanks.

Is now a US Citizen immigration completed Jan 12, 2012.

Yup, NVC sends all approved petitions electronicly. And like YuandDan said, it all depends on how large their workload is at the consulate. The hardcopy of my case wasn't actually opened/entered into their system until 5 days after they received it by DHL.

Some consulates I have heard will send packet 3 if they have the electronic file, but I think that's rare and that they aren't supposed to do that. I asked them to do that for me (after a transfer to another consulate - we have two here that handle K visas) and they said they couldn't until they received the hardcopy.

So far this waiting for packet 3 (and the subsequent packet 4) is the hardest wait ever.
