Once the consulate has received your approved application from the NVC they send packet 3 to your fiance. They will give instructions to what your fiance needs to return to them in order to set up an interview.

In our case we never received the packet 3 so we had to download the forms and mail a picture of him along with a copy of his passport and a cover letter. You can start completing these forms now and that way you won't have to wait for packet 3 to even arrive. Just make sure the consulate has received your application from the NVC before you mail that out. But this saves time

Packet 3 contains several instruction forms, and DS-230 part 1, as well as OF-169 or DS-2001. Some forms vary from consulate to consulate, you can download most forms but the consulate specific ones may be harder to find on line.

Guangzhou China has recently posted the forms that they use, but Kong Kong has not.

http://hongkong.usconsulate.gov/iv.html

http://guangzhou.usconsulate.gov/visa_packet_forms2.html

Your best practice is contact NVC and find out when they send to Hong Kong, then give the shipper (DHL) a week or so then contact the consulate in Hong Kong or have Sam contact department of state (DOS) on a weekly basis to see if packet 3 has been sent. Packet 3 is known as the information packet.

DOS Phone 202.663.1225

Then press 1, then press 5, then press 0.

When the visa specialist answers, they will ask you the following information:

Beneficiary's Case Number: (FROM NVC not USCIS)

Beneficiary's Name (maybe ask for this)

Beneficiary's Birthdate (maybe ask for this)

Terminology used by DOS personnel, in reference to a case:

LOADED = NVC has sent an electronic copy of the petition to GUZ, but hardcopy petition information has NOT been entered by GUZ.

OPEN = This does not occur until AFTER GUZ signs by STAMP for the DHL package sent by the NVC. Within days to a few weeks after that, GUZ will enter information into the computer and the case is then considered to be "Open." The P3 is then mailed.

IN QUE = Namecheck, if any, and other paperwork is clear. Indicates that an interview date has been set. This is the final stage at GUZ before the interview.

I would check with other couples going through the same embassy if possible and they may be able to provide you with the packet three copies or at least tell you what 'consulate specific' requirements there are. Keep in mind that they change the requirements from time to time, and that what someone else got in their packet three may not exactly match what you get in yours. Even the online documents cannot be trusted based on my experience because the instructions we received in our actual packet 3 did not match what Bangkok had online.

Packet 3 is mailed from the embassy to the foreign fiance. You should have your fiance scan every page and send it to you IMHO.

DS-230 part 1, page 1 and 2, as well as form OF-169 or DS-2001. Sending a copy back to Sam is good to have with the copies and originals of the I-129F package.

In my case I worked with my fiance on the forms and when packet 3 finaly was sent to her she was prepared to send them back to the consulate. In the case of Guangzhou she needed to send back DS-230 part 1, and Guangzhou form OF-169.

You can find DS-230 here: http://travel.state.gov/visa/frvi/forms/forms_1342.html

The other form OF-169, or DS-2001 is specific to the consulate and may or may not be found on the web.

I am the US citizen and yesterday I received an instruction package from Juarez on behalf of my Mexican Fiance. The instructions said DO NOT SEND anything to the consulate by mail but to gather all documents and come to the consulate where we would have an open appointment between the hours of 8:00am -10:00am. Can anybody comment on this?
