Visa approved at the embassy, passport was taken but got a rejection letter in the mail

Hello Everyone,

I was wondering if anyone here experienced the same situation that I had. I went for my second interview and was happy because the consul told me that my visa has been approved. He even took my passport and said to expect it in 3-5 business days. He even said "Congratulations!". However, upon checking my mailbox, I got my passport without any visa stamp and instead got a rejection letter under 214b.

Do you have any advice on how should I tackle this problem?

Never come across this. Not saying it has not happened before but must be unusual.

Second interview is also unusual. Or was it the second time you applied?

Which consulate?
