Order: Submitting documentation - bringing parents to the US

One more thing. As i have said in a previous post, i paid teh AOS fee and was unable to either ay the IV fee or even access the DD-260. I called the NVC and they toldme that they are just now issuing the invoice for the visa fee and i should be getting it in a couple of weeks. They also said i should be sending all the documents i have gathered already right now and submit the visa fee and the visa form when i get the invoice. This did not seem to match the instructions which say that the visa payment and the form need to be completed prior to submitting any documentation. Could you please give me clarification? thank you.
