I married a US citizen in 2012 in good faith, and he passed away one year later.

Our marriage was terminated because of his death.

I applied for ROC as a widow in october this year, and now I want to ask this:

What will happen if I were to get married before the final pending of my ROC?

You should wait until they approve your petition remember you still have to prove your bona fide marriage you don't want to get in the middle of a discrepancy, wait at least until you are done, you don't want to be called for an interview eather I am sorry im just trying to help you being honest, if you do this they will think you entered the marriage to get documents and they are going to force you to admit that even if that's not your case. I would think your wedding could wait until after your ROC is done perhaps?

I'm not sure what kind of negative effects it may or may not have but take care of you first, then worry about an "us".

I agree with this. Who can say how this will or won't impact their decision to remove your conditions but it would certainly be unfortunate if the person handling your case felt that it was a red flag in any way. I would certainly wait.

I'm Swedish, and my fiancé is a US citizen.

What happens if we get married before the ROC is approved?

Do I get approved? Do I get deported?

Where can I find help and answers?

I don't want the past to haunt me like this, since I'm a WIDOW.

I want to be able to get married.

You are not going to be automatically deported.

But no-one here can tell you if you will be approved, either. Essentially, the issue is that to do ROC you normally have to prove a bonafide relationship, or having had one in the case of divorce or being a widow. Your loss is truly tragic, but the USCIS may wonder if you had a bonafide relationship with the first husband, since you were able to move and and marry another within a year of your first husband dying. Note this is NOT what I am saying, but it may well come up when they look at your ROC. Since ROC usually takes a year- often less- the advice members here gave you is to wait with marriage until it is done, just to be on the safe side.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

I disagree with the other posters and don't think there is any reason why you should delay getting married, if that's what you want to do. It will not affect the ROC. You don't have to notify USCIS. *If* you are called for an interview (which isn't especially likely), then just answer all questions honestly.
