I was adopted from Romania in 1995, into the USA. I grew up in a very abusive home in America. I decided to seek out my Romanian family. It took me 7 years total but now we have started growing a strong bond. And they want me to come back to be a part of their family. I want to. Is there anyway I can live in Romania without giving up my US citizenship?

of course, since you are a USC, you can live wherever you want, you won't loose your Citizenship, but you are still required to pay US taxes, wherever you live.

you cannot petition for any of your former family, since you were adopted, legally they aren't your family, they are by blood, but not legally so there is no way to petition for any of them

The Consular section of the Embassy covers only the following US States: Alabama, Alaska, Arkansas, Delaware, District of Columbia, Florida, Georgia, Hawaii, Kentucky, Louisiana, Maryland, Mississippi, North Carolina, Ohio, Oklahoma, South Carolina, Tennessee, Texas, Virginia, West Virginia and Puerto Rico. For other States, the request will be addressed to the competent Romanian consulate, New York, Chicago or Los Angeles, according to their jurisdiction.

US citizens may enter and stay in Romania without requirement for a visa on a short term basis for a maximum total period of 90 days within 6 months.

US citizens who intend to stay in Romania more than 90 days (long term basis) are exempted from the need of a D-type visa, but have to apply in due time with the Romanian Immigration Office (O.R.I.) for a temporary residence permit (at least with 30 days before the legal stay expires). Failing to do so and staying longer than permitted will force the Romanian authorities to take the legal measures, that can go up to enforce of an interdiction of entry.

Surely you are also a Romanian Citizen, just use your Romanian Passport.

I believe from the topic of this thread you are a dual citizen of both Romania and the US. I don't think you will need a residency card or visa. You just need to apply for a Romanian passport if you don't have one. Check the requirements for a passport with the Romanian Embassy/Consulate.
