DO Tier I reps have actual case file access ???

Day 0 - Arrival of Packet

Day 2 - Receipt Date of 797s

Day 5 - 797 Delivery

Day 18 - Biometric Letter Issue Date

Day 22 - Biometric Letter Post mark

Day 23 - TELEPHONE TIER 1 AGENT / Informed Biometric Letter Not Sent / If Not Received in 30 Days / Call back

Day 25 - Biometric Letter Received

Interesting that the rep. was unaware that the notice was issued 5 days prior to the call.

No, they have no case access. They are just people that work in a call center answering calls. They have pretty much the same info as you can see on the USCIS case status page. They read from scripts and they give out a ton of misinformation. If you want to speak to an actual immigration officer with case access, you need to have your call escalated.
