Perhaps it is preparing for a war on graft and corruption inside the PLA? That has been reported in some circles to be rampant in the PLA. Since coming into office, Xi Jinping has been on the warpath against graft, corruption, and bribery in the country. There have been several prominent people, mayors, police chiefs, generals, and party apparatchiks, that have been arrested, and have been tried, or are awaiting trial for these types of crimes.

Maybe it is saber-rattling?? As always, CCP leaders keep their "playing cards" pretty close to the chest, divulging few actual details.

If I was living in India, I would be nervous. China may nuke them just to sterilize the country. India will surpass China in population and could eventually dominate them economically. Militarily, at the moment, India is poor competition.
