Indians staying abroad facing problem in getting approval on PCC obtained at local passport office (merged)

Is there any Indian Living abroad. I have submitted Police Clearance Certificate to NVC and they gave me checklist because they are confuse to understand the paper. The Police Clearance Certificate that I obtained from Indian High Commission doesn't mentioned that it is PCC anywhere, when I called NVC they were asking me that how they come to know that this PCC. I have tried to explain them and they said they will take 40 days to review it. I don't know what to do seriously. I hope someone answer me this based on their own experience.

Indians living outside India just have to obtain statement from Indian high commission(consulate) that you do not have any criminal record. Try requesting supervisor review to your case and request them to void checklist and let you just bring your PCC to consulate for interview. I have seen cases where they just let people bring their Indian PCC to consulate during interview.

I have already submitted original pcc of india and singapore to NVC. But they are confused because it doesn't has title that it is PCC. I also went to indian embassy yesterday to ask them what is the alternative they told me that NVC can call them to verify your paper and also told me they have been issuing same kind of pcc since 1950 and consulate all around the world accept this. They also explained me that statement wrote in certificate itself reveals that it is pcc. No one can challenge that. On the same basis I asked NVC to review my PCC. NVC didn't recognize the Police clearance Certificate issued by High Commission of India at Singapore.

In the month of October, I have received Checklist from NVC, asking for several things including Police Clearance of Singapore and Police Clearance Certificate of India . Both of these item had detail address from where to obtain and how to obtained these certificate? I have done exactly same and obtained both the Certificate. They had approved all the papers including AOS and D-260 papers excluding PCC issued by High commission of India at Singapore and NVC slapped me with a checklist on 17th of this month saying that they don't have ( they didn't recognize the PCC of India). I called and tried to explain NVC I can't bring other paper this is what High Commission of India at Singapore issued. They understood and told me they will take 30 to 40 days from now to clarify the same. Like seriously what's my mistake in this, why don't they clarifying the paper and checking what they are looking for. Just in rush they can do anything and ruin so many days. I am attaching the same certificate which NVC had rejected, can anyone please tell me what's wrong in this. I have intentionally crop my details ( hope you guys understand).

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

I think they got confused by this.. consulate in Singapore is called High commission.. I think they call in Canada the same... You should explain to NVC that it is the same as Indian Consulate Singapore ... I hope it helps.. but you should speak to a supervisor.. speaking to reps won't help..

WILL THEY PASS THE PHONE TO SUPERVISOR??

Of course they won't pass the phone to their supervisor if you do not demand it. But that should not be a problem. Ask politely to speak with a supervisor. If that does not work, you may ask the petitioner to do the call and request to speak with a supervisor.

Thanks for your Feedback NLR, well that's what I am trying to find out, I have asked my attorney to send a expedite request. Because when I received my first checklist regarding police clearance they mentioned the address, if you could see on the right top of attachment same address is there. In Singapore I don't know any other place other than Indian embassy to issue Police Clearance Certificate.

Only one drawback I can see in this Certificate is that they have not mentioned that it is PCC. I went to Indian embassy and asked them. They replied me that statement itself states and reveals loudly that it is PCC and they will not issue an other PCC for an individual. This is becoming very stressful day by day.

Just a while ago I have spoken to NVC representative. When I requested a representative to pass a phone to supervisor, they told me they won't and instead they will add a note whatever explanation I have for a Supervisor. When I asked them what's the time frame for the same, they told me that it's indefinite time frame. Honestly earlier nobody have told me the same.I don't know why they are so rude regarding this. I will ask my wife to call and talk to them. But I was calling because they found error in my document, which I can explain in better way than anyone else.

Presumably this format is normal for India. My thought is usually US determines what is or is not of interest to them as far as a criminal record is concerned.
