ROC is tied to the issuance date of the conditional green card.

When my wife renewed her passport in her married name they asked for a copy of her green card (which was in her married name). Of course the Philippines has a specific format for married name as all well know.

You can try getting the Driver's License changed using the marriage license - that is the normal process. Here in AZ they wanted to see her EAD or green card before they issued the license, not her passport.

Considering my wife has custody of her daughter, and in the Philippines, the Mother has all the rights regarding the child in the Philippines...do we still need to go through the formal process of me adopting my step daughter?

And since we're here now....will we have to get the permission of the father to do this? He's completely out of the picture and will be difficult to find.

You have to check the adoption laws in your home state.
