Passport Clearance Help

hello all,

how long will it take to get the passport police clearance from India to U.S.A ? my passport was very old and never renewed, it has been 4 months and consulate is holding my passport. they cannot renew my passport unless consulate received police clearance from India. consulate did sent paper work to India Home Secretary office and those officers is holding those paperwork for 4 months. i called India to expedite this process and those officers clearly asking me for Bribe............

anyone going threw this before ?
