I am no confusing, ALL INTERVIEW WILL BE CONTINUE SCHEDULE BY TGE CONSULATE.

the only thing that change is that you need create a profil at ultraveldoc and schedule an appoinment to visit vca. prior to visit the consulate.

It isnt dificult, before you go to your interview you need go to the vca and deposit the documents and do fingerprints, then after that you go to the interview scheduled by consulate.

These new INSTRUCCIONS seems to for those who are waiting for interview NOT for does who have being assigned one already as it states on their page:

Applicants who already have an appointment scheduled by the Consular Section of the Embassy do not need to make any changesthey should appear at the Embassy on the day of their appointment and follow the instructions in the appointment confirmation letter. The appointment confirmation letter will appear like this:

Dear XXXXX, YYYYY:

Esta oficina está lista para comenzar el proceso final de la solicitud de visa de residencia del solicitante(s)nombrado más abajo. Hemos asignado una cita para una entrevista en la Unidad de Visas de Residencia en la fecha indicada más abajo. Esta carta deberá ser presentada a su llegada en la Sección Consular el día de la cita. Los niños menores de 13 años, que soliciten junto con su padre o madre, con el mismo número de caso, no tienen que estar presentes el día de la cita. When I called the embassy they told me that if my appointment was already scheduled that I just continue like usual and pay at the cita. They said that the new process will only affect people going forward. What Iliana&Amaury stated above is correct.

I understand all the steps that will now need to be taken with this new process, but my question is.... is this is all done AFTER the consulate assigns an interview date for interview correct? If so then that part still remains the same as far as waiting for them to let me know. Or can this be done without an interview for consulate assigned?

Read the information, all apoinment will be asign by consulate, you need to wait the letter packet 4.

When you get the letter you start the steps.

If you arevapproved already, you can fil out the ds-160 that doesnt hurt if fill out without know your interview date, but there is a question where they ask when you will be arriving to usa, and without know your interview date you dont know more or less when you will be arriving.

      Embajada USA - Santo Domingo Se le demorará más el proceso si no va a la cita en el VAC. Puede ser que su caso no esté activo en la plataforma de ellos y por eso no ha podido programar la cita. Debe seguir intentando para programar la cita. Se le contestará con la mayor brevedad posible, de todos modos.
