We got the NVC Case number on 12/9/2014 and checked the case status is "In transit" at that time. Now 12/13/14 the status was changes to "Ready", my question is can we pay the visa fee and schedule an interview without Packet 3? I know it will be on the way but we are wondering if we can do the scheduling ahead. Please let us know your comment and experience in the past. Thanks

U can call to embassy and req an email with instructions and not wait for the pack, i dont know much about Philip country but here we pay the visa fee on the same day with the interv on the embassy

Once you have your MNL number, go to any branch of the Bank of the Philippine Islands in Phil and pay the fee there.

Now with the receipt and the MNL number, go on the USEM website and sign up for interview. Treat the receipt like gold since you will have to produce the original at the interview, no exceptions.

DO NOT wait for packet 3. USEM's delivery of packet 3 is dismal. Half the time it comes late and the other half of the time it never comes. My wife has been here since June, and to this date, packet 3 was never received.

Hi :) i just want to ask how did you get your Manila case number? was it thru phone call or by mail? Fiance is trying to call NVC since 1st week of December but he always got a busy tone :(

We received the NOA2 on 11/18/14, I then read some VJ blogs that its possible to get this info by calling then NVC. I then emailed NVC on 12/8/14 and try to call them but calls can not go thru because the line is always busy even with more than 90 times attempts. The NH NVC office opens at 7am to 12MN eastern time. The following day, sInce I am here in califonia I need to wake up exactly 4am and try to call them hoping I will be the first caller....and Voila!! just 2nd attempt and a machine answered my call, I then waited for 15 minutes until I speak with the operator. I am surprise that she told me that she is just barely working on my case and putting my files on the system, then she gave me the MNL######, she mentioned that my case will be forwarded to manila in a wee or two. I check the NVC case status after just 2 days and it is already "In Transit", then another 3 days and its "Ready". My suggestion is to keep calling NVC and make sure its in the early morning just after office opening. In my experience calling or contacting makes your file above the rest and then become next in the queue list.
By the way to date I have not received any email back from them.

There is not a packet 3, everything is online. Follow the flashing arrow below for details on the complete process

You can easily get the Manila case number through the phone, assuming you have patience and keep calling. I called December 12, a Friday evening, around 7.30 pm. It was busy for 30 minutes so I just kep calling back again and again, then I finally got through but put on hold for 90 minutes. Once an NVC rep picked up he gave me the Manila case number immediately, following some security questions he first asked me.

* NVC Case Number or USCIS Receipt Number (Place in the subject line of the e-mail).
* Petitioner's name and date of birth.

These are two of the best blogs on the internet for fiancee coming from the Philippines.

When going through the site, always remember to use updated forms and policy steps. For example, when she was going through the process, the CFO requirement was first come / first serve. CFO now requires for an appointment to be made.

These sites are good reference material.

I have not found anyother blogs that can compare to the 3 that I have posted.

If others know of any other blogs, please post them.

I really wish they would make a PIN POST for this 3 blogs. It really needs to be done.

Please keep in mind that some dates are only known after receipt of another document.
For example, the USPS Form 3811. The stamped receiving date was not know until the original Form 3811 was received on 07/13/2013 1:30 p/m CST.

Yes that works but as you see you need patience and fortitude to get through on the phone. The other way is to wait for the NVC letter. It showed up in my mail in New York (I am Petittioner) before it showed up in my wife's slow Philippines mail.
