It probably indicates some kind of issue if it's a standalone I-130.

The last time I saw something like this, USCIS had some faulty records which indicated the beneficiary had overstayed a visa when they had in fact left when they were supposed to. No idea what is the issue with your case.

You may want to make an Infopass appointment and ask there.

My case was transferred from Nebraska to the local USCIS office.

Does it mean interview or approval.
