1. The cat doesn't have to put up with anything here silly! You use the cat and the boys imagination that the cat is the monster killer. Or give him a bottle of water and call it monster spray!

As for the seat. The handle that raises it make it also recline. You mentioned it goes up and down but you didn't mention if the handle pulls out. That's the part that I asked if it was stuck? The only other thought is somehow the dial has been tighten up so much that you need to turn it back down.
