This is never in question as far as you're concerned.

However, remember that the private sector can be cold in the figurative sense. Loyalties can change, buyouts and mergers can occur, and layoffs can result. Despite the probable cushion of your military pension, think of yourself and your family's future, too.

Be sure to look into costs of living and comparative state/local taxes, etc.

This is the problem. RI is starting at the lowest end of the civilian sector. The job is a GS-6, which is considered entry level for most military, unless you're an officer or Senior NCO. Most folks want to come in as a GS-9 or higher since they feel like they deserve a management position. And RI cost of living isn't cheap. Every other job I've applied for is in the 7-9-11 range, which is considerably higher in pay scale. But my problem is my conscience. They've been holding this for me since July so I'd feel like a heel if I took something else when they gave me the security of knowing I had employment that far in advance.

I'd wager a lot that if you explained your situation apologetically, they'd graciously respond with "we're disappointed, but we understand your responsibilities to your family." This happens all the time, in fact; "business is business." They know full well that you're a desirable candidate with many options. You could then move on with a clear conscience and a higher salary, and they would proceed with their #2 candidate.

Money is not the only reason to change jobs, but it DOES pay the bills. Believe that if the RI folks needed to cut sone expenditures, your salary would be high on their list.
