On the copy, can you see the seal? I see the seal in the photo, but it is a raised imprint on white paper. Perhaps they don't see the seal on the copy and that's why they sent the RFE?

Yes that was what think happened.

You can see it on the copy but its very unclear.

That's why my guess was send the original and that should work.

But we are just going to play it safe and get the passport expedited.
