When to file an inquiry?

My NOA1 date was June 10th for the I-485. My local office (San Antonio) most recently completed a case that was filed on June 2nd. We have yet to move into testing and interview, so we certainly haven't received an interview notice. Considering the posted times are over a month old and we haven't had any updates on our case since August, I decided to call USCIS today. The Tier 1 IO refused to transfer me to a Tier 2 IO because I was still inside normal processing times. She said I would be allowed to talk to a Tier 2 once I was outside of normal processing times.

This leads me to my question. I've seen on a couple of forums that USCIS expects you wait 30 days AFTER you are outside processing times to file an inquiry. Is this true? Did anyone have a similar experience?

Looks like that would put me making a request mid-February. And who knows how long they'll take to respond...

About talking to a tier 2. I would just immediately ask for a tier 2, stating that I had questions that needed an IO. I never had issues with not being transferred.

Thanks! I had initially called without my husband (the applicant), so I thought that was the reason for the non-transfer. I asked if I would be allowed to talk to a Tier 2 if I called with husband present. She said no. We called anyway yesterday and were transferred right away. And the Tier 2 was able to confirm that our case was already in our local office, despite our online case status saying otherwise. Woohoo! He said to call back in mid-January if I still didn't have my interview notice.
