In USA, you must consummate the marriage for it to be valid.

This can be a bothersome procedure; but the two of you just must grit your teeth and do it.

USCIS has taken the position that consummation of a marriage simply means both individuals being in the same place at the same time, nothing more than that. This is chiefly for proxy (or, for the couple of states that allow them, double-proxy) weddings, where someone acts as a physical proxy with the absent bride or groom's consent.

As soon as the couple have met at least once since the wedding then it becomes a petitionable marriage.
