Does someone know why some offices gets backed up and others are on the right track?

My field office is "Santa Ana, California and a few months ago, a naturalization process took about 5 mos or less. I'm now looking at 9+ months with the info I've gotten from calling USCIS and info on their website.is it possible that they work through their files fast and it can get back down to 5 months within my filing period?

"Recently you notified USCIS concerning your pending Form N-400, Application for Naturalization. Systems show that your application has not been adjudicated and is still pending at your local USCIS Field Office. Therefore, we are unable to respond to your request".

Try to make an appoint for Info Pass not succeed
