My congressman's office apparently submitted my inquiry to TSC as a two-fold issue: the first being our case individually, the second being the processing time discrepancy. Here is TSC's official response:

Thank you for your e-mail inquiry dated June 1, 2015, on behalf of Congressman Miller’s constituent,*********. She is inquiring as to the status of her application, Form I-129F, Petition for Alien Fiancée, filed in December, 2014. According to the information provided, ****** is also concerned about the discrepancy in processing times between the Texas Service Center and the California Service Center.

First, we are happy to report that her case was in queue to be adjudicated, and it was approved on June 18, 2015. We apologize for the inconvenience and frustration this has caused her.

In light of the perceived discrepancy issue mentioned above, the Service Center Operations Directorate want to assure you that USCIS take these issues very seriously and the directorate is doing everything it can to address your constituent’s concerns. However, the Service Center Operations Directorate would caution constituents and others viewing the USCIS Web-posted processing times information that USCIS Web-posted processing times are calculated timeframes, therefore they are 45-60 days behind the actual processing date. The Service Center Operations Directorate is currently reviewing its workload and is rebalancing portfolios across its four (4) service centers to provide the best possible customer service. The Service Center Operations Directorate is hiring additional staff to handle the additional caseload, as well as cross training staff to have a more agile workforce. And finally, the Service Center Operations Directorate will continue to monitor case processing and adjust workloads wherever possible to meet or come in compliance with current processing requirements.

And did you say, "do you mind checking in with USCIS for me?" ....I can't figure out how to ask that.

I tend to be very matter-of-fact and I tried to make it as professional and calm as possible. In my head I reminded myself that their job is to serve their constituents, so there's no reason to beat around the bush or beg. I just said at the end after explaining everything that I respectfully request that you inquire into the status of our case. After that I said something about bringing attention to the unjust situation between the service centers and all of the people who are suffering because of it.

Did you contact both Senator and Congressman or just congressman? I wonder if it is best to contact both. Who would be best to assist with immigration matters?

I contacted all 3 of them. I don't know who is best, but I would assume congressmen are more responsive. Marco Rubio was a strategic one too since he's running for President, so you could think politically, but I would just contact all of them.

Did you give them your case number? I have no idea what to write in this letter but it seems to help many people out. Is it better to email or write them a hand written letter?

All the instructions are on your reps website. It's a fill in the blank form along with an authorization you sign. Just tell them how many days u r at and to find out what's going on. It's as simple as that, don't think too hard.

I only got lucky bc Rubios office messed up and illegally pulled the wrong file aka big oops have a feeling that's the only reason mine got approved
