Getting Visa While Out Of Country

I am a US citizen working as a missionary/minister in Palau. My fiancé is a Filipino citizen also working here in Palau as a missionary/teacher.

We will be getting married this coming summer (2015). We will be here in Palau for another 2 years. The embassy here in Palau only issues non immigrant visas to the States. We are hoping that will be ok for an occasional visit during our remaining time here.

We would like to get the immigration process done while we are here if possible. Is it possible to file for her immigrant visa when she is not in PI and I am not in the US or will we have to move back to The Philippines to file before we can get a immigration visa to go to the States?

Basically can we begin the immigration process here when there is no embassy? Can we do it from a distance?

I suppose? Can I file from Palau and then fly to the interview? Or is there a lot of things we need to do in PI that would be a must for us to be there?

Yes you can file while abroad. If you are still in Palau when it comes time for the interview, it would take place in whichever embassy is responsible for the area and does immigrant visas- probably the closest larger country.

Manila does the Immigrant visas for Palau. Go ahead and start the process whenever you're married.

I am a US citizen and was living in Cyprus with my English husband when we filed. We were able to manage it just fine. The only thing that was a slight pain was that we had to send our documents to my mother in the US because the fees had to be paid from a US bank account. So she would write the checks for us and forward the paperwork on. Good luck!
