Hi guys!! I also went through the same situation. I upgraded my petition to cr-1 from f2a after i natrulized.it was in july 2014. I emailed copy of my natrulized doc and waited them to review. When i called they told me to wait 6O days to review coz its not showing in system. After 30 days i called again and ask the operater if its already in syste. She said no. And asked me to wait 30 more days.( i also asked her if i should send it again , she says its just gonna be duplicate, wont make any difference) she was wrong. I calked a week after and spoke to different operater and still nit showing in system. She asked me to send it again. She told me it may take 60 days to review it but should be in system within couple of days once they received. I send it again. Next day i got email stating they received my email and it may 60 days to review it. Called after 3 days it was in their system. Im just sharing my story coz nvc operater wont care much and hurry to hang up. I lost 37 days because of first operater. So i suggest u guys to make sure it updates in their system once they receive ur email or usps mail. In my experience if theybdont have in their system, they have not received ur doc yet. Gud luck.

Thanks for sharing the info. How will I get to know if my upgrading request is updated in their system?

Once they receive ur doc it should be in the system with in couple of days. Rep should be able to see and tell u. So u should call and ask them. If not i suggest u should send it again.

My husband called them today and asked about it. The rep told that it can not be told whether it's in the system or not. We just have to wait 60 days. He only told that the email id at which my husband sent the copy of his naturalization certificate is correct and the email has definitely reached. Is there any tier two in NVC like USCIS to know what's going on with my case?

I am just confused.

Called today n the guy said not showing in their system uuuuffff what the heck is this?

My husband called and the rep said that it is not possible to tell whether our email is in system or not. He only said the email id in which we sent the email is correct and it will be reviewed within 60 days. I just don't know what to do.

Lucky we did not try to upgrade in NVC stage.. But the worst part is my PD is changed to the day they upgraded my petition and told me that I will have to wait again for 4 months to get the approval from USCIS hmmmmm...

We could not confirm that your mail was received at the NVC. Once we

receive your mail, we will take further action. Please allow 60 days

from the day we receive your mail for us to match it with your case file

and review it.

You can also scan and email the petitioner's Naturalization Certificate

or U.S. Passport and Certificate of Name Change (if applicable) to

asknvc@state.gov.

Due to the numerical limitations on immigrant visa issuance prescribed

by law, this petition is not eligible for further processing at this

time. The petition will be retained at the NVC until an immigrant visa

becomes available. The petitioner, principal applicant, or attorney of

record will be notified when this petition is eligible for further

processing. The principal applicant should not make any firm plans such

as disposing of property, giving up jobs, or making travel arrangements

at this time. For additional information please review the explanation

of numerical limitations on immigrant visa issuance below.

EXPLANATION OF NUMERICAL LIMITATIONS ON IMMIGRANT VISA ISSUANCE:

Immigrant visa processing is governed by the Immigration and Nationality

Act (INA) of 1952, as amended, which controls priority dates and the

number of immigrant visas that can be issued under certain preference

categories. To establish which petitions are eligible for visas, the

Department of State issues a monthly publication called the Visa

Bulletin.

The Visa Bulletin provides a list of cut-off dates that are used to

ensure the number of immigrant visas issued each year does not exceed

the legal limit established in the INA. Cut-off dates are categorized by

foreign state of chargeability and preference category. Only a petition

with a priority date that is earlier than the cut-off date is eligible

for a visa and consular processing. Please note this petition's

priority date, foreign state of chargeability, and preference category

can be found at the end of this correspondence.

The NVC may begin processing this petition prior to a visa number

becoming available per the current edition of the Visa Bulletin. This

allows ample time for the petitioner and applicant(s) to obtain and

submit all required fees, forms, and documents. This petition, however,

will not be eligible for an immigrant visa interview until its priority

date is earlier than the cut-off date established in the current edition

of the Visa Bulletin
