UNABLE TO CREATE NEW ACCOUNT

I have printed the us visa application fee deposit slip and made the payment at SAMBA bank, riyadh saudi arabia for my K1 visa application.

When I tried creating the account it takes me to the log-in screen. It is not allowing me to create a new account.

It appears like this on the computer screen every time i tried to log in and make a new account:
Authorization Required

Does this thing happened to anyone?i do not know what to do after i paid the amount???

any advise please...

follow up question:

after paying for my visa application at the bank do i have to go back to the website and post my cgi number?is this a requirement?
