Assuming it it is not a public health issue, I would take a statement explaining how you will be addressing medical needs. Just in case.

So just a money issue.

It is possible that they reject your dad, on "public charge" grounds, as he won;t be able to work at his age, thus can;t get health insurance through his employer. As Boiler says, you should prepare a statement showing how you will cover his health care costs, over and above the normal I-864. This isn't about his being contagious or anything, it is about the finances of health care in the USA.

Possible I suppose.

Unlikely. Just make sure you can deal with the question if it arises.

So, my question is will they approve my mom anyway since she is 68 and in good health and reject my father?

I don't think that your father will get denied just because he i physically unfit. He does not carry any contagious disease which is often a reason for inadmissibility. During the process, you will file Affidavit of Support whose purpose is to prove that the intended immigrants would not depend upon government if any problem arises to them. So even if your dad is considered as a public charge, the AOS will protect him.

In case he gets denied, your mother would still get the visa because a separate petitiin is filed on behalf of each parent so they both are being processed independently and any action taken on a petition does not affect another petition
