Family in Eastern Ukraine

We have filed out an I-130 for my wife's mother. She lives between Donetsk and Lugansk in the eastern Ukraine. My question is, I don't know how possible it is to get her to Kiev for an interview. To be honest it might be easier to get her to Russia as they are about 30 minutes drive from the Russian border, if not closer than that. What should we expect as this process unfolds, especially if all out war breaks out again? Is there any way to expedite anything? Thanks for the comments.

For what its worth, my wife's sister is 16 and in Russia, she has no travel documents aside from her Ukrainian passport, not her international passport. I know my wifes mother can apply for her daughter once she gets her green card, but how if she needs a new international passport and all the offices anywhere near Lugansk are closed.

You usually have the interview in the jurisdiction the petion in is filed in (i.e. if you live in the Ukraine, Kiev is responsible for handling this). There are exceptions, and you generally can apply to have the case transfered to a different post. It will be upto USCIS to grant this though. There is no gurantee that this will work. Just email and ask them.
