My husband, who is a conditional permanent resident, will have his second year anniversary of entering/living in America in April 2015. We plan to file the paperwork in January 2015, to follow the 90 days before expiration, etc. my question is whether he is allowed to travel overseas during this process. We are hoping to make a trip overseas in March 2015, for a minimum of two weeks. I've heard the process of filing the paperwork for the I-751 can take 7 months or so, so wondering what the rules are during that process. Thanks so much for any I go or help you can give!

Yes you can. They will send you an 1yr extension letter right after you submit I751, you use it + expired GC to enter the US.
