Yeah I would send it because it will become paid in couple of days and by the time they get the package, you'll be all set

Has the money been removed from your bank account? If yes then send the items, if not wait until it clears.

The DS-260 is an online form. You only need to print the confirmation page that it was completed. You can choose to print the whole thing if you want. It does NOT need to be included with any of the other forms or docs.

If you have the cover sheet available for the documents which you can print out go ahead and send it cause there is already a 60 day wait.

There is inforation on the NVC website that tells you how to pay fees without a US bank account. If you are the petitioner, who should be the one paying all the fees, then you will want to search the board on reestablishing domicile as well. Please take some time to read up.
