On large scale construction projects, the best time to start construction work is as soon as winter lets up and it becomes possible to break ground. Backtracking on the schedule, estimating workload tends to intensify from October through February, turning into buyout in the run-up to starting work on site.

Or, the designers want to get their sh#t done before the holidays and the couldn't give a Flying Burrito Brother about anyone else's holiday plans.
