No idea why all the Russia instances when Seoul has USCIS field office - go file there.

Office Location

We are located in downtown Seoul, near City Hall, directly across from the Sejong Cultural Center, and adjacent to the Korea Telecom and Kyobo Life Insurance Buildings. Please use the public entrance access.

Hours of Operation

Appointments

The office is open to the public Monday through Friday from 9:00 AM to 11:30 AM and from 1:00 PM to 3:00 PM. The office is closed on Korean and American holidays. An appointment is required for most services. Appointments must be made online at https://infopass.uscis.gov. You should print the appointment notice and bring it with you to your appointment.

To the OP, if you can't find any info about DCF on their site, then your best bet is to contact them or ask in the Russia regional forum. This is way outside my area of expertise, but maybe others can help you more. Best of luck!
