Sibling of US Citizen - F4

So, http://www.uscis.gov/family/family-us-citizenslink says I can fill I130.

Status of sibling: Outside USA, employed, and single female.

Questions: Can I file all the 130 + 485 + 864 at the initial time of petition so she can get her PR in the foreign country? Or no can? Must file only 130 first, have her come to USA, and wait for 485 + 864 to get approved?

Concern: I was hoping that she could get her USA PR in the native country, so she can find a job in USA before coming here to USA. Otherwise it can be about 6 months to 1 year before she can get anywhere.

Options? Advise?

Timeline

Actually it will be about 10-12 years before she can get anywhere. You start by filing the I-130. After it is approved the petition is sent to storage where it waits for a visa number to become available (currently about 11 years). then it is pulled from storage and processing continues.

There is no concurrent filing allowed as she is not an immediate relative.

There is no issuance of a green card overseas.

Certainly she can apply for a tourist visa anytime she wants. She still will not be able to adjust status until her priority date is current and is she overstays she cannot adjust status.

File the I-130 now to get in line and explore other options such as a student visa or work visa.

F4 is a go, then. I will ask here to look up B2 (travel visa) options on her side.

Not sure, even if F4 I-130 does get approved, if it gives her ability to visit me here? Or she must have B2 on her side to visit me?

All the I-130 does is show there is a petitionable relationship between you and her. She will still need a visa to come visit.
