I am American and my fiance' is South African.

We are planning on getting married in Costa Rica and want to start filing for his K-3 visa immedietly.

Problem is that there is not a consulate here, only a US Embassy.

Are we able to process these documents by sending them directly to USCIS and when the interview comes he can return to his home country and then return to Costa Rica where we are working?

You have file to the USCIS lockbox in the US. And its not very likely that you'll get a k3. You can file it but in most cases, the k3 gets closed once the I130 gets to the NVC. We went through Costa Rica.They are really awesome at the embassy.
