My fiance is working the DS 160. He is almost done. The instructions say he needs to email a scan of the biographic page of his passport to the embassy. He does not have access to a scanner. Can he email a picture of it from his phone?

Take a picture would be fine. As long as it is clear and easy to read. Interesting though, I don't remember DS-160 form asked me to have my passport biographical page sent to the embassy.

My fiance also does not have much computer access. I plan on taking a picture of the bio page with his phone and then emailing that with the confirmation page to the embassy. They will have the original passport when he interviews.
