It asked for: Give the number of certificate, date, and place it was issued. I'm looking at my Certificate Naturalization are they referring to the INS Registration Number? There's also a numner in RED which I'm not sure what it is? Maybe it the Number of the Paper Certificate itself.

No your INS ( USCIS ) Registration# was your Alien Registration number. On my naturalization certificate its right a at the top right, under, United States Of America and to the right of the U.S. Seal, above the word Naturalization. Mine is an 8 digit numeric number. Hope that helps.

NOA1 - 12/21/15

NOA2 - 04/18/16

NVC Receive - 04/29/16

NVC Welcome - 05/13/16

DS-261 - 05/14/16

AOS, IV PAID - 05/27/16

DS260 done - 06/10/16

Case Transferred to US Embassy in Riga Latvia at the end of October.

So the number on the certificate that they want is in RED 8 digits above the word Naturalization. Not the INS Registration No that starts with an A under the word Naturalization.

Yes, I can't verify the color cause I don't have the original with me right now, but its the 8 digit number. Its definitely not the A-number for sure.
