We received an RFE due to not submitting income tax returns, although I submitted a letter stating why I was exempt. I was not required to file in 2005 because I was claimed as a dependent, and my earned and unearned income was under the minimum to file an income tax return. (I was a college student at the time; now I'm in the Air Force and can sponsor my husband- and have provided ample proof of my income and military status.) I am now planning to submit my 2005 W2 this time to show how little income I made in 2005, in addition to adding the reference to the tax code. I have noticed posts stating that you need to quote the tax code stating why you can't file.

I can find why I was exempt under IRS publication 501, and will include a copy and a link to the irs.gov website. However I was wondering if anyone knows about the specific tax code relating to this? I've searched the IRS tax codes extensively and cannot find the specifics. Or, should quoting the IRS publication 501, in addition with my other evidence, be enough?
