hi

we need more information, is he still in the US? is his mother a USC or LPR? because the only thing that he can do is still wait, the wait for Mexican children is 20 years, they are working with the year 1994

he has to continue checking the visa bulletin every month, there is nothing he can do until the priority date becomes current

If the visa number is current he can apply for AOS with supplement A and $1000 fee on top of AOS fees. The process is similar to marriage petition, mother has to sign affidavit of support and attend the interview. No need to show co-mingling of assets just birth certificate that shows that she is the mother (probably already submitted with I-130), but it doesn't hurt to include that again.

Read the guides on here and submit AOS application with the copy of I-130 approval notice.

True, if the number is not available he has to wait.
