Yeah, I agree.

Unfortunately, LPR's can only bring a spouse and unmarried children of any age. USC's can bring fiances, spouses, children married or unmarried of any age, parents, and siblings.

Stepparents, stepsiblings, or stepchildren can also be brought, but the relationship must be created before turning 18.

One more question so even stepfather who is a USC can't bring his wife's married children ?

P.S. When they got married children were over 21 years old ...

Unfortunately, no. In order to create a step relationship for immigration purposes, the marriage had to occur before her children were 18. That said the best thing to do is wait for wife to become a USC after 3 years and petition for the married children right away.
