Nbi clearance or police clearance for IV packet

My wife has never lived anywhere but the philippines. In the iv packet, one of the requirements is a police clearance but no nbi. People have said to submit the nbi clearance instead of the police clearance ( which my wife got at her local city hall). So i just want to know experiences that people have done submitting just an nbi with their IV packet, and if things went smoothly.

It should be the NBI clearance, because the police clearance is from the Place ( state, province )which she is living database only. NBI is National. Police Clearance ( International ) is needed if she went to work abroad for 6 months or more.

It should be the NBI green form with the notion no record on file or you will have to get a letter of explanation at the Embassy stage of your journey

Timeline

I don't know on that, sort of doubt it but don't know for fact. Logic says they would have no issue with checking this through the FBI, but when has logic been a part of government.
