My wife lives in the Philippines, and has lived there all her life. i read here some people are saying my wife just needs an nbi clearance, but in the nvc iv packet, it is required i present a police clearance. i had my wife get one in her local city hall. Will that do? I was assuming the NBi clearance will be requested upon interview, and not with the IV packet.

If your wife have not stayed outside Philippines for more than 6 months, then you only need NBI clearance for her IV packet. you don't need to get a Local police clearance from the city.

NBI clearance is the Police clearance/Certificate for Filipinos. Send the original one with the IV document , and she can bring the personal copy during her interview.
