You need to look closer at the wording of the RPF, lest you end up making incorrect assumptions.

The initial order is for 20 million cards - 4 million cards annually for a period of five years - 4 x 5 = 20. With a potential to buy as many a 34 million cards, which means they are requesting - not committing - that the vendor be able to cope with a 70% increase. 20 X 0.7 = 14. 14 + 20 = 34.

These cards will be used for both EAD and Green Card production, therefore it would be unwise to presume each new card will be issued to one person and v.v.

So that we stay close to home and speaking only of the most common visas, consider most K-1 holders will apply for EAD during AOS, at the end of which they will be issued a conditional greencard, to be replaced at ROC by a ten-year greencard. In a span of 5 years, each K-1 holder will potentially require three pieces of plastic, not to mention replacements due to error, loss or theft. Similarly CR1 will require two pieces of plastic and IR1 at least one. Add to that all other visa categories that qualify for EADs, not to mention those conditional green cards issued before the order contemplated in the RFP is fulfilled. To those you can also add the ten-year green card replacements as they age.

There are in excess of 40 million LPRs in the US currently, so the 34 million figure, for a five-year supply isn't really all that excessive, 14 million of which represent an option the buyer may or may not exercise.

USCIS Contracting will be posting a solicitation for the requirement of Card Stock used by the USCIS Document Management Division. The objective of this procurement is to provide card consumables for the Document Management Division (DMD) that will be used to produce Permanent Resident Cards (PRC) and Employment Authorization Documentation (EAD) cards. The requirement is for an estimated 4 million cards annually with the potential to buy as many as 34 million cards total. The ordering periods for this requirement shall be for a total of five (5) years. This is a Firm Fixed Price (FFP) supply purchase for commercial items, utilizing North American Industry Classification System (NAICS) code 325211 and Product / Service Code (PSC) 9330. This requirement is for the acquisition of 100% polycarbonate solid body card stock with Radio Frequency Identification (RFID) and holographic images embedded within the card construction substrate layers, card design service, and storage.

What is interesting is the "as many as 34 million cards total" quoted in the RFP.

The official figure for illegal aliens in this country hovers around the 12 million mark. Pessimistic estimates place the figure as high as 20 million, or so. To get to the 34 million mark will require one heck of a surge. Legal immigration won't make up that number, so what are they expecting to happen?

Maybe when the White House makes its move on amnesty, they're expecting a flood of new immigrants looking to take advantage. Without sufficient resources on our Southern border, to make it secure, if the estimate is even close to accurate, this will turn into an train wreck that makes the current bad situation look mild in comparison.

If he does grant amnesty to all of the illegal aliens and dreamers corporate America will be very happy. Just like any other capitalistic scheme supply and demand will prevail here also. Since he will be flooding the employment pool with millions of new workers guess which way wages are headed. That $ 15.00 dollar an hour wet dream everyone without skills was fantasizing about will get the death blow from this policy. The employers will keep dropping benefits and freeze wages on existing employees and start new employees as low as possible. Young black men just think they have a high unemployment rate now, wait until the job market is flooded with fresh employees who are accustomed to long hours and low pay. It still amazes me how people do not see the connection between their voting habits and their employment rates.

Education is what you get from reading the small print. Experience is what you get from not reading it.

You really shouldn't worry because the more the corporations profit the better off we will all be. A rising tide lifts all boats... It is the cornerstone of conservatism and trickle down economics. Everyone will be better off when everyone is earning minimum wages and corporate profits reach historic highs.

Who woulda thunk 0'bola to be a true conservative at heart!

Folks who sneak across the border (even with illegal help from preznit "pen & phone") are of course in favor of "free stuff" for themselves at US taxpayers' expense, as are Democrats. Obvious, right?

Plus the Republican's like the unlimited source of cheap labor to help out business owners. That's why they don't want E-Verify. Either way, both parties get votes one way or another. Quite obvious, isn't it? Hypocrite,
