Did you try something like http://www.visitorguard.com/ ? I have gotten a medical insurance plan through them for my mother who was visiting me in California for a short time. You can pick up a plan for medical insurance that covers your husband until he gets set up with a job and gets health benefits along with his employment. The cost of the plan will depend on the coverage and what you need – it is best if you speak to someone at the insurance company and discuss your needs.

This is for a resident. That is not a legal plan.
