Lost in the NVC process

Hey, I'm pretty lost in the NVC portion of the process because this is the first time doing this. I'm not the petitioner but my mom is. She's trying to bring her brother and his family over. A month ago, we received the letters to pay for the AOS ($88). I paid and thought we would get some sort of forms to fill out. Well, my mom was complaining about that because that's what she thought too until I did some googling and stumbled here. I checked the guides and realized I had to fill out the DS-261 as well. I just filled them out two days ago. How do I confirm when this process is done? After the process is done, I have to pay another fee for my relatives as well right? Also, I'm using James's shortcuts and I'm guessing I'm on step #2 to fill out the I-864? Should I start filling these out? Another problem I encountered is that my uncle's children when we filed a I-130 were under 21 but by the time it was approved and sent to the NVC, they were over 21. Their names aren't listed when we paid for the AOS. My mom says there should be a grace period for them but I'm not too sure how that works. Should we be worried?
