ELIS website offline

I have tried to create an account on the ELIS website to pay the immigration fee, but no luck, it is offline due to maintenance, and states to try again later on. I have been trying now for over 24 hours

Does it say anywhere how long they anticipate to have it off line and I missed that information?

I was just one the website and I didn't get any message that it's down. I clicked on create an account. At what point does it tell you that it's offline? When you try to submit?
